The Service for the protection of archival records and professional supervision is one of the most important services of the Historical Archive in Pancevo.
Their work entails supervising proper archiving and preservation of archival records and registry materials, while it is still with creators, from their origin to the transfer to the Historical Archive.
The creators of archival records and registry material, whose registers are under the jurisdiction of the Historical Archive in Pancevo, are administrative bodies, courts, business enterprises, educational, cultural and health institutions, public companies and other registered legal entities in the territory of Pancevo and the municipalities of Alibunar, Kovacica, Kovin and Opovo.
The archival records located in the registry (institutions, state bodies, public enterprises, etc.) are classified as cultural goods and as such are under the jurisdiction of the Cultural Property Law.
The Service visits the creators of the archival records and registry material, and by insight into their condition and how they are organized, determines whether the legal requirements regarding the preservation and protection of archival records and registry material have been fulfilled.
This obligation arises from the provisions of Articles 37 and 38 of the Cultural Property Law (“Official Gazette of the Republic of Serbia”, No. 71/94).
As defined by the Law (“Official Gazette of the Republic of Serbia”, No. 71/94, Article 76, paragraph 1, item 1), Archive performs control and supervision over the arranging of archival records and registry materials stationed at the registries (institutions, state bodies, public enterprises and others).
When the authorized employee of The Service for the protection of archival records of the Historical Archive in Pancevo verifies the state of the records and materials, then, on the basis of the Law, he establishes measures for remedying the identified defects (“Official Gazette of the Republic of Serbia”, No. 71/94, Article 76, paragraph 1, item 2).
The main source of regulations for the protection of archival records as a cultural goods is the Cultural Property Law (“Official Gazette of the Republic of Serbia” No. 71/94), which defines the term of archival records, the obligations of creators pertaining keeping, as well as the procedures for segregation of worthless registry material and handovers of material.
According to this Law, creators of archival records and registry material are obliged to establish general acts and regulations regarding the manner of keeping and recording archival records and registry material. The most important is the List of Categories of Registry Material with Storing Periods, which has to be approved by the The Service for the protection of archival records of the Historical Archive in Pancevo (“Official Gazette of the Republic of Serbia”, No. 71/94, Articles 37 and 38).
The Service for the protection of archival records provides professional assistance to creators of archival and registry material to ensure they are following legal obligations.
